I always thought Germany, but my friend in germany said no, they usually have dark haired people that lives in germany.

In general, blondes are from Northern Europe and Scandinavia.
My dad's family is from Finland, and my mom's family came from the Schleswig & Pomerania regions of Northern Germany, hence my blonde roots. Is your friend from southern Germany, perhaps?

They tend to come from cooler northern European regions where the development of melanin (the stuff that colors hair, skin and eyes) wasn't necessary for protection from the sun or heat.
