if you are asking for hints then you definitely don't have the necessary skills for a fairly big project. call a few cement contractors and get quotes on what you want to do.

It depends on what the slab is for. Are you just putting lawn furniture on it or parking the tractor on it? Is it a foundation for something? Calling the housing inspector is a great idea every county has different codes & I'm much farther south & hate to quote depths because we dont get as cold here....do make sure you put stress points in it (grooves where you choose where it cracks) & decide on a finish before you start you probably don't want it too smooth for traction. Make sure you rent any equipment you need ahead of time cuz once you start you can't stop. The rental store can be helpful but I'm thinking you may only need a float. If this is a foundation for a building then there are is lot more involved & you DONT want to mess up the base of the building.

You should decide what size you want to make then multiply the Length by the width to find out the square footage of the slab a cubic yard of concrete will cover 81 square feet 4 inches thick which is what is recommended if you do not know what your doing you should contact a couple of contractors and ask what they charge a square foot to install a slab to get and approximate cost of the slab.

Look in the phone book under contractors and find one that does concrete. you could build the frame yourself if you are able and have the concrete company bring it and then have people there to level it out. They have to know what they are doing though. you may just need to have a contractor do it. Get their insurance certificate and licence and check some references. too many rip off's around these days. Also, don't pay unless it's done, get a contract and make sure it is in order, states what they are doing including the finish work and do not pay until it's done, unless it's a contract for half down and half at finish. Good luck.

go to a hopefully nearby construcvtion site & hire so concrete guy's there.... sounds like easy add on just excavate , form & pour.... if you keep your sections less than 10 x 10 you don't need steel!

If you lived in the western suburbs of Chicago, I would recommend someone. If not, have you tried the phone book for cement?
