Go through the nearest Saudi consulate and ask them how to contact him. Odds are he doesn't read his own mail, but you may be able to get something to him through the consulate. Understand that anything you write will be read and re-read by who knows how many people before it ever gets over to Saudi Arabia.

Same way you contact the leader of your country. Email- write a letter- make a phone call. Of course you understand that they have many people who's job it is to intercept whatever method you use and only pass on the communications of the most vital importance.
Or your can become involved in politics or maybe get a job working at hotel the monarch frequents or join the same club as the monarch or bump into the monarch while he is in the mall shopping......anything is possible.
