They break down slowly and have an acidic affect, good for mulch only on acid loving trees and shrubs, or for a temporary winter protection barrier over bulbs sprouting too early for the season. I would not put them in a flower garden or a vegetable garden except as a protective layer over plastic mulch, ( which has it's own cons), and I would remove it when season is over. In that application, it could prevent over heating of roots.

Pine needles are only good for things that are acid loving like evergreens, azalea bushes and things like that, they are good as a mulch for that sort of thing but gardens for food not really. They can be too acidic and cause problems. They are ok to put in compost which will break down and not be so acidic over time. Use them for mulch around bulbs, mums things like that.
