Not everyones do. Mostly poor people. Our family had our entire epedermis'es covered in shellac, and then a fine coating of teflon.
The wrinkling effect is caused by a build of of vitamin P in your system. This usually happens because poor people eat too much fried food, malt liquor, and meth.

Your skin is comprised of two layers -- the epidermis and the dermis. The epidermis produces an oily protein called sebum, which is effective in repelling water. It's also the material that causes fingerprints.
Inevitably, a nice long soak in a bathtub sloughs off the excess sebum from your epidermis. As a result, your skin starts to take on water. The top layer of the epidermis is known as the stratum corneum, which is Latin for "horny layer." These are the tough, dead skin cells that are constantly being sloughed off your body in your clothes, your bed, and in the form of dandruff. Disturbing, but true.
Your fingers and toes have especially thick layers of stratum corneum. Once deprived of sebum, they swell up with water, causing wrinkles. This osmosis effect is harmless and temporary. One you get out of the tub, the extra water evaporates, leaving your skin even drier than before because there is no sebum to help retain moisture. This is a good time to apply lotion or oil to help your skin retain some of the water.

When hands are soaked in water, the keratin absorbs it and swells. The inside of the fingers, however, does not swell. As a result, there is relatively too much stratum corneum and it wrinkles, just like a gathered skirt.

Your skin is too soft and there is a layer between your bones and skin whick absorbs water when you are in water. When the layer has absorbed enough water, it starts to send out the excess water to the skin. As the skin is too soft to contain water, it creates wrinkles in your skin and your wrinkles can hold water. If you were in the water for a very long time, you would see cuts in your skin. This is because, when the wrinkles cannot hold the rest of the water, they cut portions of your skin and let the water flow out again. BYE

after your in the water for a while, the natrual oils in our skin go away, and then your skin absorbs all the water, which created a wrinkle effect. dont believe me? dip your hand in veggie oil, or vaseline and pour some water on it. watch the water drip right off.

ACTUALLY, it int because your skin soaks up too much water at all. Your skin is permeable. Meaning that water can be soaked or water can be released. Your skin gets wrinkly because you actually LOSE water. OUr skin softens in the water making it easier for the water in our fingers and toes to seep out.
