specifically in Indians?...as in native American "Indians" or Indians from India?Either way i don't think a child's ethnicity plays any kind of role in their ability to form self discipline. However, i believe that getting them into programs where they feel a sense of responsibility and by accepting that responsibility feel a sense of achievement, because they're actually doing something really works. Such as: martial arts, sports, theater arts(or any kind of arts really). Whatever your child feels they want to do more.

*Not only will these things teach them self-discipline but also good social and communication skills as well.

It should start with the time frame.
1- Every one will come to office at say 9 Am and be in their seat till 5PM except for emergency & other works.
2- The buses and trains will start at the time mentioned in the timetable and reach them accordingly.
3- The Govt. should see unwanted/obsolete laws are removed.
4- The officer should be responsible for the work he does. Every letter he signs should have his name, and Contact No.

Till the time this disciple is not introduced there will be difficulty in getting self discipline.

People are used to waste time to as to give reason why they have not done!!! then doing the work.
