yes, It is legal to order them online, it's just a crime to mail the actuall seed, but everyone and their mom does it, just send them to someone elses house. they mainly come from Amsterdam and BC

Probably not illegal to pay for, just to receive. There's the rub.
No one will stop you from forking out your money, but you could be busted after that.

not if you get caught. funny though, it's in a lot of bird seed, and sometimes you see it sprouting under feeders. seriously, stay away from it.
