I assume this is for a Windows PC? If so, your best bet is to register as a Palm Developer and download the Palm OS emulator from Access's website (Access owns the Palm OS). I'm pretty sure it's free to do this, but I've never tried it.

Palm has an emulator that you can download for PC's, but you need to register as developer to get the actual ROM files for the OS itself. Theoretically if you have your own Palm OS device you can make your own copy of ROM by downloading it from your device, but that's another topic altogether. I've used it to try out some programs on PalmOS.
