why doesnt a new tab appear in internet explorer?

i have it set to open in new tabs not windows and nw i get pop ups in windows not tabs. and when i click to open a link on a new tab, it opens it in a new window? before it worked fine but i dont know what happened.

ie7 is crap, to get tabbed get firefox or downgrade ie7 to 6

In the Tab Settings area is "reset to default" button...worth a try
