Of course, as long as you are not doing it for fraudulent purposes. If I announced that I am changing my name to Elvis Presley, and then began recording songs, if I tired to market them as Elvis Presley recordings, that would be fraud.
Look at some of the names like Botswana, Kalija, Lukwana & c. They are made up names, so you can make up one too.

I think it is $25.00 , for each letter in your name you want to be called , You would have to call the Social Sec office and ask them or get advice from a legal attorney.
