Everyone is telling you to call the police and just report it stolen, however, this may not be correct. Some people said just go and take it. DO NOT just go and take it, because YOU might get arrested for theft. The cops might haul you off to jail and let you explain to the judge that you have the title, so don't do it.
It sounds like you bought this car and he is refusing to turn it over. This may not be stealing per se, maybe he has a different understanding of when he will turn it over. The police may not let you file theft charges. Unfortunately, you did not say what state you live in. Each state has certificate of title laws that govern transferring of title and the remedies for failure to deliver the vehicle. You may end up having to file a civil suit for what is called "conversion." But do call the police and see what if anything they can do for you. If the officer wants they may be able to just go talk to the guy for you and get him to hand it over. If you don't get the car that way then I'm afraid you will have to see an attorney so you can discuss your options.

Report the matter to the RCMP or other police authority as a theft. They will probably tell you it is a civil matter. Start a Provincial Court (Small Claims) action asking for an order that the person return the car and / or pay you damages for retaining the car improperly. You'll probably get an award along the lines of the value of the car plus something to discourage similar behaviour in the future.

Well, if everything is as you say it is, the police. If he has taken the car without your consent, or won't give it to you after the legal transaction is completed, he is unlawfully in possesion of that property. Make sure that the car really belongs to you before you call the police.

File a stolen vehicle report with your local police department. Make sure you have all pertinant information, along with a reciept or bill of sale. you should get your car pretty quick.

First try the police. If they won't help and you have a couple of hundred dollars, you can get a professional reposesor to get the car for you.

Just go take it. It is yours.
Since he is depriving you of your property you can contact the police. I get the sense that you do not want to do it so just tell him you are going to do it or that you already did it and that may expedite its return to you.
