Boy the way some parents talk on here! Anyways, I think it would only be courteous to cover your genitals. They are called privates for a reason, although it seems modern society has forgotten that.

Neither. There's nothing shameful about being seen naked by others, especially in a totally appropriate place (such as a pool) and engaged in a totally appropriate activity (such as swimming). Simple nudity is fun, whether alone or with others, and it's much more sensual than sexual. People need to learn and then experience the difference.
Don't worry about whether anyone sees you swimming naked. You're not doing anything wrong, and if the sight of bare skin upsets them, it's their problem, not yours.
