How do you Restrain Honest Jackson in the game:Sims 2 for nintendo ds?

I can't figure out how to restrain Honest, Mayor Jackson in the sims 2 game for nintendo ds. The problem is not to far from the strat of the game, thanks!

ok i'm reading this from the gamefaq walkthrough for the sims 2
new mission-extinguish the fire and calm down honest jackson
head 2 city hall and fill up the suuper drencher if you need 2. put out the fire. now u have 2 calm down honest jackson.
how 2 calm down
1-the sim looks ready 2 punch you-beg
2-the sim raises both hands-calm hands
3-the sim raises 1 hand-yell back. good luck:)
