You might try checking with your local / state film and video offices (most states have them). You can do an internet search for State film offices, and then see if they have any production directories/production sourcebooks (many are online). Then look under talent resources (production support), then find talent agency listings that are SAG or AFTRA franchised. note: Some good agencies are not SAG or AFTRA franchised but it’s a good way to avoid lots of the cons, (though some cons will even show up in that list),
But you will then have eliminated a large percentage of the con artists in talent management.
Also, agents make money when you make money and get paid for a gig, if you want portfolios, headshots (go see a quality photographer in that businesses (not an agent pushing these things), if you want experience (go join a community theatre group or a rag tag bunch of indie filmmakers (the best classes you can have).
Run out the door from so-called talent agents who are heavily pushing classes, portfolios and anything where you pay them/ And be very wary if they ask you for any money at all. They get paid a percentage when you get paid for working. 10-20%.
Do not look for any quality talent agents to advertise in a newspaper.
Anyway, May the Muses be with you,

It depends on the city where you live. If you live in NYC, Talent Agents look for new clients by attending performances of NYC actors. If they see an actor that interests them, they will call the actor and ask him/her to meet with them.

If you are not in NYC, ask your actor friends how to find a Talent Agent. (Real talent agents NEVER charge the actor money.) Real Talent Agents can only take 10% commission of what the actor makes from his acting jobs.
