on the bottom is a socket for an allen wrench...insert the correct wrench and turn it by hand..this will break loose whatever has it jammed (make sure switch is off when you do this)

The humming usually means the disposal is jammed, (the hum is the motor trying to spin the blades) However, you also say that it shorts out. I assume you meant it dies altogether? Could possibly mean that you need a new disposal in there. Could be it killed itself trying to free the blade into motion.
For a quick electrical power check. unplug disposal from outlet and plug something else into it. If outlet is operated by a switch, turn on switch and see if the other item you've just plugged in will come on. If it does then you've concluded that its definitely not a power/electrical issue. So thats one elimination.
Then you can try to use the key mentioned previously and free up the jam. IF your disposal did not blow altogether, then freeing the jam and hitting reset should fix you up.
But I have a feeling its a goner....

My mom used to unjam the disposal by taking a broom handle and pushing it against the blades until they moved. (Switch is in the OFF position here).
Then find and push tiny reset button underneath the sink somewhere on the unit.

Try the reset button on the bottom of the unit. then use an allen wrench/key underneath to turn the motor and break loose the jam
