All have different personalities. Some still want to bite the hand that feeds them some won't. Most don't want to be touched. Many will tolerate it. Children playing with them or carrying them around like a puppy is out of the question. It's extremely important for you to read up on the species you maybe interested in before getting it. Don't rely on pet store folks to give out good care info as a rule. A lot of care info on the Internet is questionable too. Read up on this site, it's good:

I guess it would depend on the type of turtle. Snappers are usually very aggressive. I on the other hand have a box turtle and have had her for 9 years. Shes very sweet and has her own personality. She lets me pick her up and give her baths but would rather I didn't. But she has never tried to bite me. Turtles get scared sometimes if you pick them up especially if they don't know you. You can tell by the way they hide in their shell for protection when you go to get it. Never pick up the turtle after she goes to hide in the shell. If you do this the turtle will associate you with a predator. If you wait til she comes out and is comfortable and feels safe she will learn to trust you and you will form a better relationship. Build trust and feed her regularly and make sure her home is clean and she will be healthy and happy.

It depends on what you mean by nice.
I have had a turtle for 10 years now since it was just a baby. I enjoy watching, feeding it but they don't really do all that much. They need constant cleaning of their water/home. I do find that my turtle recognizes me by sight and sound and will come right over to me to be fed. She doesn't like being picked up and held or patted. She will take food from my fingers without biting me. She doesn't like other people. Does this help?

Turtles are interesting pets if you are the right personality for them. They don't like to be cuddled or handled, they don't do much, they live for a VERY long time, they need a certain amount of care and a rather specialized set-up, etc.

If you are a turtle person, however, they are pretty cool!

Depends what kind of turtle. Turtles are never really nice or mean they just kinda sit there in my opinion.

Turtles, like people, have all different personalities. A turtle's personality is probably only shown if you play with it or something.

Mine is. She is an African Leopard tortoise and 16 years old. She is as sweet as they get. She comes when she hears my voice, she will stick her head out for a kiss, she likes to follow me around the yard. She moves my vehicles while I sleep. And she is great!
