I wouldn't be offended. Our current culture seems to think that everything they have is of their own doing. They refuse to give credit where credit is due. There may be a prettier way of saying it. It may just be one of those things we think but are not supposed to say out loud. Looks, manners, morals and attitudes- we have to learn them somewhere. If it seems to offend just say, "Oops, was that my out loud voice?". Good question.

I wouldn't think it would be! I tell people all the time (well, whenever it's appropriate I do!) that their mama did good... the country way of saying someone has good breeding, or a good upbringing. I could not imagine anyone finding that offensive, to be told that you think they were raised well.

Does that mean they some kind of blue blood or something of the like? It's kind of out dated to use that form of a compliment. Today it seems like you would say "someone has been raised proper/good/right/etc." To me the term "good breeding" relates more to animals than people.

Yes, because it implies that some people are better than others because they come from better families. The idea is preposterous - humans are humans and no one family can "breed" any better than any other.
Plus, breeding is usually used for animals... so to use it on humans is offensive.
WRITTEN LATER:
Okay, is it me or does no one realize that breeding means to "procreate" or "mate"... breeding has nothing to do with "upbringing"... that's an entirely different issue.

It depends on with whom you are talking. If it is a family member or a close friend it would be different than someone else. Otherwise I think it would be better if you didn't use the phrase. You could say instead, "They come from a lovely family."

Since slaves were bred, black people may take offense to that phrase. Also, to others the phase infers that their talents, success or attributes were not earned but merely inherited.

No. Saying an individual has good breeding means that they have been raised properly and has impeccable manners.

I DON'T THINK GOOD BREEDING WOULD BE OFFENSIVE, IF THEY SAID POOR BREEDING THAT WOULD BE OFFENSIVE.
