It means the area around a black hole where gravity is so strong that it 'warps' space and effects such as time dilation can be observed.

You know those diagrams that represent the black hole as a kind of deep well? The 'warp region' would be the part of space where it starts to curve down into the well.

The enormous gravitational feild is a surrounding warp into which anything that passes to close -- light, dust, or a spaceship -- is drawn. The surrounding warp is no more masive than the star from which it collapsed.

May be warping is the compression of gravity acting diferently at different location of the Frozen star. .It is really difficult to determine since no one has ever seen a frozen star(black hole) yet.The reason is that A burned out star no longer gives off heat,so no light comes out of them.
