Goodness is an extension of God's nature. Something is "good" because it has an element of God's nature in it and has been declared good by Him. So if God defines "good" by His own nature, then what is the nature of God? 1. Love (defined by eternal value not finite time value), 2. Truth (defined by the essence of God and not our own limited understanding), 3. Justice (defined by God's revealed declaration and not our own philosophy). Just my opinion.

If we are talking about the God of the Bible, in Genesis he would make things and then declare them good. I always took to mean that God was sort of experimental in his approach. Make something, see how it turned out, then decide and say, "It is good."
Other faiths that believe in creationism, like Muslims, also have a kind of trial and error approach. Where if animals are put here fully formed with no evolutionary process, the Allah or whoever must have looked and dinosaurs and other extinct species and changed his mind. No, not working out. Start over. Declaring them bad. So the answer, if you believe the religious doctrines would suggest that a determination is made after the process is in motion. Mankind is given free will and we go through the process individually. At the end an assessment is made and someone declares Good or Bad.
The very concept of good and bad is artificial. It is NOT self existing. Semantics superimposed by people to define what they want (good) versus what they don't want (Bad). And people use God to help red fine it further. Because what one person wants may not be what other people want. So they claim that God says it is good.

You should state that we're assuming a single god exists.
Anyhow, it's a good question...first I think you would have to ask what is good. God must believe that infected HIV Africans are good, that Hitler was good, and that Katrina was good...why else would they happen under an all-powerful god? If you refute this by claiming that people are evil, then why did god create evil people? If society makes evil then why did god allow society to become evil?
Otherwise, I think you'd have to assume that your god, if s/he is good, is not all-powerful; but how could that be if god is the entity who created everything? And to address you're last question: how could god obey any rule...wouldn't he make the rules? And even more abstract: good wouldn't exist without human nature...is there "good" in the wild? Is a tiger concerned with good when he brings down the wildebeest? Is there really any good at all except for in our minds?

Good is a quality and then you have evil which is a quality. God cannot be both! He is either all good or all evil. Our estimation of him can be way off even if we think we have all the facts to determine that--Which is very hard but not impossible to do.
In science it has been said that no 2 things can occupy the same place at the same time---If God were the only personage,except for our self, in the universe then we could totally assign ,without question all goodness or all badness to him.----But that is not the case, so with anyone in history we have to accept the written record, otherwise we have nothing.
In court proceedings if ones character is being questioned as to being a good father, much of the proof would have to come from those who really know him and had dealings with him or clear knowledge of his dealings with others.
Being that humans have made up their own god's and the personalities they have it is vital that we have all facts & testimonies--and be careful we are not biased.
--We have 40 Bible secretaries who wrote what they knew about God. They we either telling the truth in their biographies of God or they were not. If you examine their consistancies in the 1600 years of their accumulated writings, there is one thing they were all consistent in ,that was God's total goodness.
-In contrast to His goodness you have their revealing in full nakedness their lack of goodness at times more or less--So then if in fact they were totally honest about themselves- why should they not be about God?
The epitome of goodness is God as Jesus stated at Mathew 10:18---
18"Why do you call me good?" Jesus answered. "No one is good—except God alone"
--Do you believe him or not? The Bible indicates that Christ was the very first of any of God's creations! That means that Christ could easily be trillions of years old!
--Do you believe that or not? If there is the possibility of that being true, will you even think of that as important?
--If that is true then Michael, as he was know when in heaven--has all the knowledge of God that could be imagined!---Good or bad. Again he said that "nobody is good, but God"
--Is the taste of food ,water,drink--good or bad?
--Is sex moral or immoral enjoyable, thus good or bad?
--Is breathing good or bad--even when the air is polluted, which it is just about everywhere?
--Has God made the eating of dead or alive babies good or bad? Where have you seen a good conotation of such a barbaric act denoted as good by Him? Perversions such as that are always authored by man!
A simple statement made by James, Jesus earthly half-brother is as follows:
James 1
"16 So don’t be misled, my dear brothers and sisters. 17 Whatever is good and perfect comes down to us from God our Father, who created all the lights in the heavens.[d] He never changes or casts a shifting shadow."
Humans didn't make the good things we eat etc. So the question you need to answer, is who did and will I show appreaciation for that expression of goodness--that is your choice?
--Does it come from a Great and Good God! or did it just happen?

Your question got a mistake, the word "assume", since there are no proves of God nonexistence or existence, you have no base to stand your question in the contest your are placing it. Perhaps if we base our selves in all the cures around history without medical explanation, we can assume God exists. Perhaps there are more proves that points to God's existence than the ones that He doesn't.

i'm transgender, which isn't to confuse with transsexuality! I also do not see myself as having a beginning-illness. Spare me, i imagine i'm strong the way i'm, and natures own creature. I actually have the organic ability to stroll in both worlds. i trust that as a bless, no longer as a difficulty or some thing adverse. ok, if i might want to have a body that would want to in good structure how i trust, it would want to change from woman to guy and reduce back. i recognize that is demanding for human beings to appreciate. yet this isn't the case and it is going to not in any respect happen. So, i'm an androgyn in a womans body. a strong body, if i'd say so. i do not trust contained in the god of the textbooks. this finished god-theory as human beings see that is thanks to restricted for what that's, to my opinion. i imagine we human beings might want to not in any respect recognize it.

I believe that your question is answered best by the book of GENESIS! He is the creator of all things, and in him we live &move and have our being! Without the day there would be no night, Without wrong, there would be no right! I personally believe that even everyone ,knows the differance between good and evil!Ask yourself? if everytime you are about to do somthing evil. Is there not another voice within that lets you know what is right and what is wrong? I have done a lot of wrong things in my life. However i know he has forgiven me, even for things i could not have forgiven myself for! And i thank GOD for it everyday!

God gave us 'free-will'.....he does not love HIV in anyone. I am going to just simply state...........
GOD IS LOVE...
...if we speak of God how can we not speak of Satan? God created things and announced them 'good'. He put good in all of us but free-will is sometimes too tempting.

God is sovereign, therefore he decided what was good. We have our idea of what is good because of him determining that it was. He was determined what was good based on what would be the best for us, his children.
