first of all, drinking and driving isn't illegal in most of Europe, so long as you don't go over the limit you can drink while driving. Second, bars have parking lots so that people can go there by car. I hope you aren't assuming that bars only sell hard liquors or that all bar visitors have to get out of bars while drunk. I often go into bars to drink a cooffee or (when I smoked) used to go in to buy cigarettes.

People don't have to drink in a bar. You can have a designated driver in your party. You might be attending a concert or function and only have soda; and in most states, you can drink at least one beer and still be legal to drive.

You're allowed to drink and drive, providing your blood alcohol level stays below the legal limit. Often this is not the case. However, drinking establishments are considered legal, and one must drive to get there and back, unless it is walking distance.

They get more business thereby. Also local government may demand it in some cases.

Anyhow, it is only illegal to drive if the amount of alcahol in your body is above the legal limit.

Because you have to be 21 you get your license at 16... Meaning people can drive there so they don't walk... How else would they get there a bike? No, I know a guy that was intoxicated and crashed his bike and is now paralyzed. It is up to the drinker to be responsible thats why beer companies say Drink Responisbly
