Also there is oil all over under the hood.

Probably need to take it in for repair cause could have a broken gasket/seal or cracked head or something.

Have you turnd the mower over or tilted it? This sometimes causes oil to get into the carb. and then be burnt in the engine it also gets into the mufler thats where the smoke is coming from.. Check your air filter if it is full of oil you need to clean it. and then make sure you have the right amount of oil in the engine. Then just let it run it will finally burn it all out and be fine.

Make sure that the oil cap is on tight. You are burnign oil. Check the level or you will burn out the engine.

Yes, check the oil level.
Have you changed it regularly?
You should not be operating it with dirty oil.
Oil may be getting into motor through a crack, leak, or something worn or loose.
If your motor is old, it'll need a rebuild or say bye to it.

If its black smoke its probably using too much gas. If its blue smoke it is using oil. Sounds like time for a new engine.
