I'm 20 years old and I want to take a program or a class (not college) where I can improve my acting abilities. I was wondering if there were any programs or training classes for drama here in Hampton, Virginia?

Contact your local community theatre (I'm not familiar with Hampton..."local" in this context may be in a nearby community some miles away). Such organizations often have workshops and/or classes offered on an informal basis.
I understand your not want college classes, but call them anyway. Many colleges (especially community colleges) offer adult continuing education classes which don't involve the need for an entire curriculum. You pick and choose only those classes you want,; the costs are usually minimal, and classes often meet one-to-three nights per week.

Check your local colleges/community colleges, junior colleges, high schools. They usually offer summer classes or night classes/adult classes. Who knows, maybe one of these colleges are offering acting classes. Check their course catalogs. You can take it as an Audit student (you'll pay but not it's not credited towards your transcript). And they're cheaper than enrolling in a drama school. Maybe you have a community theatre group.
