Most people around here think that the phrase "the government will pay for it" means that someone else will pay for it. So; they, go and vote for all these silly, expensive, bonds thinking someone else is gonna' pay. Then "lo and behold", they get that county tax bill and they can't figure-out why their tax's are so high. Example; The people of this state vote to spend over 2 billion dollars on stem cell research. But; no one told them that stem cell research is going on already all over the state by private company's for many years and that these companies are years ahead of any government agency and now no one knows where this 2 billion dollars is.

SOoo...to answer your question instead of saying "the government will pay for it", Just say "I will have to pay for it" in the long run.

Government subsidizing

Subsidizing (or "subsized ....") is when government pays for part or all of something that is not part of their normal and regular costs, but has been deemed important to fund. Governments subsidize a lot things and costs related to education.

The gov't could subsidize it as part of their budget for the next fiscal year or provide a grant for a one time installment of some of the belts.
