Even if an envious person has more material things, accomplishments, and position over another person, why would that person be envious of someone who has even less then them? Even small achievements. What is it about the person who reacts in an envious way, usually by some sublte negative comment? Often people in higher places just hate to see another person progress a little in life - Why is that?

This sounds like to me you are saying why are there people who have so much envious of those who also have alot, even if they are poor. well probably because they want to be the only ones who have so much or those things, and they are controlling, selfish, jealous, mean, self centered, and one sided.

They are too stupid to correctly measure trouble. This is, in accordance with your description ("Often people in higher places just hate to see another person progress a little in life"), possibly attributable to a one-sided formation of the Will and the Judgment. The Judgment is negative, the Will is positive and some of the Judgment is confused in the Will so that pain is as an idea is posited as a positive rather than its original and immediate knowledge as negative. In other words they are sadist and with an idea that gives sadism a purpose for them, disregarding the immediate meaning of pain. For one reason or an other they do not accept Will as an immediate positivity of the Spirit.

Envy is the perception of the valuable as a means to an end rather than an end in its self. People are perceived the same way. The Judgment is negative, the Will is positive.

The word 'hate' and its spiritual reality does not admit a perception of an others peace but an incomprehensible quality of the other. Serenity, peace and the like do not engender hatred nor envy for they are negated negatives and become positive for the Will and truly positive qualities do not spur the Judgment to its negative duty. Hatred and envy do.

Sometimes envy isn't about material things, or accomplishments or even position. A lot of people envy other peoples happiness, serenity, self control, for example. Non-tangible things. As far as the last part of your question, I believe that some people feel threatened by anyone who might possibly take away their position or out perform them. They are afraid and not secure in who and where they are.
