pull it out of the valve cover while the engine is running with the hose attached and put your finger over the end of it and make sure it is sucking, if it is it's ok.

i am going to assume you mean "PCV" valve, or "positive crankcase ventilation" valve. This is the first piece of emissions equipment that was ever installed on motor vehicles in the US. What it does is vent the gases from the engine that get built up because of the expansion and circulation of the engine oil. These gases are then recycled through the induction system and burned in the internal combustion process. These valves are installed as a one-way valve allowing gases to travel from the crankcase to the intake, and not the other way around. If these go bad your car can experience a similar experience to a vacuum leak. It can cause degradation in performance and economy. I would replace it if replacement is needed, since they are neither very expensive nor difficult to replace.

The PVC valve uses the air intake's suction to draw hot iol fumes from the top end of the engine into the fuel/air mixture to be burned with the normal operation of the engine.
If this valve is missing, not connected or clogged, this MAY result in an accumulation of the fumes in the top of the motor, and could result in an explosion. PVC valves are really not expensive (rarely over $15) so, it would be a good thing to replace every 6 or so months. It usually plugs into a rubber gromet on the side or top of the valve cover.

The short answer is to replace it. Lots of times it is just junked up and with a desiccant like WD40 you can stretch it's life.
