is xbox live under naintenance??

i'm trying to create a account on xbox live and after i type in the code it say's "unable to connect due to technical difficulties, please try again later " i tride 2 hours ago and just a sec ago, is it me or xbox live?
(it's just a xbox) thanks...
i played with my brother's account and it works.
