Hahahaha...soo true...I am black and even i dont know why blacks do that..granted i live in Canada and blacks here are very white-washed...hahaha...my guess it is just a greeting slang...a kind of code of conduct that one must abide to know they are in the "in". Just my guess though.
I think it sounds cool.. Most of my white friends think its cool and so they use it all the time. My white friends will also commonly say to their other white friends: "yo yo yo my n*gga!" which i think is funny and cool at the same time.
In this sense "n*gga" is a word to mean "brotherhood" and a sense of bonding...hahaha...that word just never goes out of fashion, unlike words like "groovy".

I am all for you going up to a black person when they are saying it and asking them at that point why they do it. I am VERY sure they would LOVE to answer that question for you.
But really though- its not only people of color who talk like that. Its a generational thing... a MTV thing, a high school thing. Take your pick, but it is definitely NOT a race thing.
In fact- i have a white guy at my work who says that every single time he sees me---- i giggle at him and call him a goon.
