do the bolts not get tight or do the bolts get tight but still not seal?
if the bolts just spin you need new bolts or heli coil the intake, if bolts get tight and still leaks make sure seal is good and you have thermostat in the right way and surface that the seal touches is clean.

Assuming that the bolts are not stripped then you need a new seal. Sometimes overtightening a seal will actually cause it to leak. I have also used that Silicon RTV that you can buy in an auto parts store to seal the joint.

If you running out of threads on the bolt then put some lock washers on it

You install it wrong and spoil the thread.use heli coil.
