The signs seemt ot point out somehting fishy is going on - loud noises, fighting, fire/smoke alarm going off, loud parties, people coming in and out, rude and abusive language/behavior.

You can call the police for disturbing the peace, or possibly report a domestic dispute. Do you suspect they are SELLING drugs? Otherwise, it sounds like the noise is more your business and concern than whether they are using drugs (there really doesn't appear, based on what you said, much concrete evidence of drug use or sale). If you call to report drug use you may not get nearly as far as if you call to report noise disturbances. Have you tried going over there and politely asking them to quiet down? It would be a good first step, and justify you reporting them if it doesn't stop.

I dont know if the signs you mentioned are signs of drug users. It seems to me that they might be obnoxious neighbors but drug users? First make sure that you are not just pointing the finger because you dont like them, because it could back fire on you but, if you really feel that they are using drugs, call the police and make a report.

Take down license numbers as people come and go and turn them over to the police. Do not confront them. Be careful about any interaction with them and get the neighbors to help by doing the same thing. The police will then investigate and will do something about it if they find it to be true.

Find a little proof and then turn it over to authorities. Get someone you know to go inside and get involved in the drug activity. Not really taking the drugs but being within it.

i had the same problem at one time. the drugs did not bother me. but the niose kept me from sleeping. so i called the police about the noise. never had a problem after that. (they went to prison and i sleep very well)

Call the police and make reports about the conduct that is occuring and ask if they can swing around a bit more. When it happens again, call the police.

Well if he were just a pothead that would be one thing but the fact that he's an annoying druggy with all of that noise would be the thing that would irritate me...
