Your best bet for paying nothing for a new cell phone is to buy from an authorized dealer (vs. the cell phone company directly at one of their own stores). Authorized dealers compete in the marketplace and subsidize phone sales by giving away some of their "commission" or "bounty" for a new account that the cell phone companies give to them. In really competitve marketplaces, you can find local authorized dealers giving away phones like the Motorola Razor or Samsung Blackjack while the cell phone company stores charge a couple of hundred dollars for it.
EXAMPLE: Cingular company stores currently are selling the Samsung Blackjack for $299 - $100 rebate = $199 after rebate. Authorized dealers like the one found at http://www.adviceonwireless.com give away the phone for free after rebate. These dealers even allow existing customers to extend or "upgrade" their current contracts and still get these promotional deals while cell phone company stores don't always allow this to happen (they have no incentive to give you a discount if you're already their own customer!). Here's a post that details a sample offer discounting the phone to $0: http://www.valupoint.com/weblog/2007/01/free-cingular-samsung-blackjack.html
After the sale, your customer service for the phone service is handled by the cell phone company (Cingular/AT&T, Verizon, Sprint/Nextel, etc), so it doesn't really matter where you purchased the phone originally.
Now AFTER you get all of your rebate money back, TRY THIS TIP: Call your cell phone company's customer service # and ask for their "RETENTION DEPARTMENT" or "CANCELLATION DEPARTMENT" -- and ask if they have any better unpublished plans available otherwise you may be thinking about cancelling the contract. I currently am on an unpublished $39.99/1000 minutes anytime contract which is relatively a good deal considering the loweset nationwide plan available is $59.99/900 minutes. So I am ending up paying $20 less and getting 10 more minutes a month! Remember that your contract usually is to stay with them for the term (1 or 2 years) - and within that contract you can move between plans as needed. Take advantage of it!
I hope that helps -- good luck!

NOTHING IN LIFE IS FREE
REALLY
NO ONE IS GOING TO GIVE YOU A FREE ANYTHING WITHOUT SOME STRINGS ATTACHED!!!!!!!
Nearly all of the cell phone companies give away cell phones free of charge. The trick is that you have to get the contract that is a year or two long. So the 'free' phone will end up costing the phone company nothing as they have made it up and then some by charging you $45.00 or whatever per month for the next two years or however long you sign the contract!
I purchased a pay as you go phone for my son from walmart (10 cent per minute all day ever day no other charges ever) and the phone itself was 40 bucks and it came with 300 minutes.
IT is not wonderful but He usually uses all of those minutes per month and is only out of 30 bucks and never has to worry about overage on his budget.
Quite a few of those 'free phones'
have a clause that will make you have to pay for them should the contract lapse.
Those 'free' phones could easily end up costing you $100-$200 or more!
GOOD LUCK!

If you have a really really close friend, who works for a phone company (not in-office) or has a relative, they could give you one. Or work for a phone company not as in-office. As the store traveler, you get a whole lot of dummy phones, and you get to try out some of the newest phones of that company. Once you try the phone, and it has been approved, you can keep the phone. My friend works for Cingular, and got the new red Razar, his older brother works for Verizon and is currently trying the Chocolate.
