I can't think of an adjective that describes this feeling.

"Fall" or "Fell short" Example: He worked hard to reach his quota but his efforts fell short of his goal.

The act of actually missing is called a "near miss".

I can't think of any great words for that ... perhaps instead of using a single word, you could write sentence instead, that creates imagery for it? Describe the process of the feeling if you aren't able to lump it into one word.

dejected - He became dejected when his earnings continued to be insufficient to pay the bills.

dissatisfied - They were dissatisfied by poor customer service.

frustrated - His failure left him frustrated.

short-changed - Many workers feel short-changed in the workplace.
