what is the best way to remove the old cracked caulk?

Carbide tipped grout scraper, or I also have used a razor (first one is from my husband, he installs ceramic tile, he said you can find it at a local hardware store.

Try to cut it around the bottom, like against the tub, going sideways, with a utility knife, and hopefully it will peel off in strips. Then take a razor blade knife and scrape off the rest of it. There is a caulk remover product on the market, but I've never tried it.

you should be able to use a carpenter's knife to lift an edge and pull, it is slow but well worth the effort. If you need to loosen it all the way around, remember to keep the knife edge against the hardest surface, ex. the tub, and don't apply too much pressure another version of the same technique, use a butter knife if you don't trust yourself, push behind the old caulk and run behind it. Be sure that your surface is very clean and dry before applying new caulk.

A five in one is best. Don't use the caulk remover gel, it makes a big gooey mess.
Also use a razor to cut the paint loose around the floor or it may rip it and make it look bad.

use a utility knife and cut into the edges. go from left to right, cut into both top of the caulk and bottom. you should able to peel it out completly. If some residue remains scrape off with utility knife. always use caution when using sharp objects, wear a cut proof glove on opposite hand of the knive.

I would use a sharp chisel. They make one that is curved that might work well.
The right tools make any unplesant job a whole lot easier. That is probably the most important thing I've learned in remodeling houses!

Heat it with a heat gun and it will soften and maybe come off easier with a putty knife. Don't get it so hot that it will damage your floor.

With a hammer and chisel, (or a solid putty knife/scraper - not one of those flexible ones!).
