Book titles should be underlined.

The best thing is to italicize it. In the days before personal computers, when most people used typewriters, there was no way to italicize; therefore, people used underlining instead.

Quotation marks (" ") should generally be used for shorter works, such as poems and short stories.

Good question, by the way. A lot of people just don't worry about such things, but it can really help your reader to know what kind of work you are referring to.

Underline the titles of books; put quotations from books in quotation marks.

I learned that big things, such as novels, should be underlined, and little things like poems, should be in quotation marks.

It has to be either underlined or italicized, but not both.

My personal preference is italics.
