Always. Simply because sometimes...talk is cheap.

Not always. Sometimes, you have to read the meaning of the words and what the person is trying to tell you. Suppose somebody shouted at you but said they didn't care about anything anymore. Do you read the meaning of them shouting as being angry or having bad behavior, or the meaning of the words as a depressed cry for help? My guess would be the latter if you know psychology.

definatly yes.

if you are trying to prosuade a group of peopel into say voting for you, you dont want to stand there in monotone not moving around or doing anything, you want to elaborate and have fun and use your arms and such.
they do because if you are trying to apologize or talk to soemone if they sigh or roll there eyes, there not saying anything, but they mean so much by the actions that you do.
Actions and movements which speak for words the person doesnt want to say out loud.

words are nothing to people unless you follow up by actions. People can talk and talk all they want but what they want to see is things happening.

They absolutely do. A person can apologize, tell you things, make you feel better ect... with words, but words are nothing but hopeful words until the actions are taken to back them up.

Absolutely! A person can say they love someone, but then cheat, or badmouth them behind their back....
