There aren’t many. The only one I know of is Fathom, of the Elementals. She was able to escape after being kidnapped once by turning into water and flushing herself down the toilet. Then she traveled through the sewage system until she reached the ocean, and came back as a tsunami to smash the people who captured her!
Hydro-Man and Zip Tide were also heroes composed of water, but Hydro Man was back in 1940 and Zip Tide was a one-shot in Dial H for hero, and they were both male. So I guess Fathom is the only one.

The only one I can think of right now is Sloth from the anime FullMetal Alchemist
Look her up in Wikipedia, Yahoo, Google or any other searches and it should give you a nice bio of her. *Careful what you read about it, might contain spoilers if you haven't seen the anime*
