ok first its hardto tell you what colors work ect with out seeing your compelxion but the best thing to do is try to make it look natural. using a powder that matches you complexion is a great start. get a shade of blush that is a brownish pink will normally work on anyone and puker your lips..lightly brush along your cheekbone no further down then the middle of the nose... as far as eye color i would go with an almost nude color as it will look natural but still brighten you up... brus this on your eye from lash to brow lightly and you can finish with a grey or light black eye liner if you are comfotable.. just lightly draw a line (prob top eye only at your age) from tip to tip right along the edge of your eye above the lashes. use a pale but shiney lip gloss to set and you should look pretty and natural.. as far as hair try highlights it can make a world of difference with out goign overboard...
your best bet however is to get your mm to take you to the mall and go to a make up counter and have them apply your make up and show you how to do it and remember the most importent thing is to take care of your face wit a good cleaning, toning and moisturising routine

Since your mom told you that this is OK, I have a suggestion for you both that will be a lot of fun for you, and informative for you both!
I happen to use a brand of makeup called Clinique. It is very gentle on your skin, and there are a lot of "light" formulas and colors that would be perfect for you. You can find a Clinique makeup counter in a lot of dept. stores in the local mall. (For example, in Macy's) You can make an appointment for having your makeup done! MAKE SURE your mom goes with you to explain that you are 13 and just beginning to wear makeup. Also so she can be there so a salesperson doesn't try to sell you tons of expensive stuff...there is no reason why you should need a lot at 13! The Clinique lady will put all different colors on you and let you "experiment" and see what you will look good in. She will be able to make suggestions according to your skin tone and hair color. The ONLY drawback is...when you have your makeup done, they expect you to buy at least one or two things. Stick with something like an eye shadow which will only cost you and your mom about $12-15 dollars. This isn't too much considering you will be getting expert skin and makeup advice! If you do this, at least a professional will be touching your face that is trained in skin care.
For the most AWESOME lip gloss...go to Bath and Body Work and get the new ones that cost $6...they have flavored lip glosses that taste incredible. They are light, nice colors that will look fantastic on a girl your age. Remember the most IMPORTANT thing about makeup is "less is more"...meaning don't cake too much on yourself!
As for your hair (which is EXACTLY like mine) I would consider just leaving it alone and letting it grow out long! That is what I am doing right now! Once you begin coloring it, you have to keep doing it every 4-6 weeks and it becomes a real pain. My goal is to keep it natural and let it grow really long and shiny. If you are really wanting a change, you could go for a few blonde foil highlights around your face to "brighten" your look, but remember this is something that you would need to redo at the salon every 3 months! (I do this once in a while...it's fun!) You might also want just to have some layers cut into your hair. Don't let them cut them any higher than your chin. This way, you have a slight change to your look but nothing that's too drastic so when you look in the mirror you don't scream LOL
Good luck hon you sound like a smart girl!

Try:
Great Lash Mascara, you can get it at like target...for this you can swipe it on your lashes and if any clumps form, take your fingers and gently take them out of reach
For lip gloss, lancome juicy tubes are really good and last forever...i am pretty sure you know how to put on lip gloss
your hair...DO NOT CUT IT!!
you will be mad u did if you do, just keep it that length and u can try diff styles of ponytails and what not
o and tips on girly
try perfume if you want to and wear light pink, brown and white shirts and jeans with either rainbow flip flops or uggs
it is a really cute look, simple but really pretty and beautiful
o and i forgot for hair, do a half up half down pony and use a pink ribbon, hot pink works amazingly, and tie a boe around the pony
sounds kiddish...i know but after you see yourself u will realize that u actually look older

Try watching TLC (The Learning Channel). They have a show called What Not to Wear that comes on Fridays nights and Saturday afternoons. The show teaches people how to dress and do their hair and makeup in a way that makes them look their best. During the second half of the show a makeup artist teaches the current guest how to do their makeup. If you watch the show enough you will glean many good hits and tips.
As a general rule, the less people notice your makeup the better. It should enhance what is already there in a flattering way. People should see you first, not your makeup.
Your eyes are a good focus to start on with your makeup. An eyelash curler, a good mascara, and a great shadow, are a must. Always curl your lashes to have your lashes look their best. Buy a curler in the makeup aisle next to the shadows and things. The package will tell you how to use it. For your mascara, I recommend Maybelline's waterproof Sky High Curves. The mascara is great and actually helps curl your lashes. As for shadow, have fun but, Almay has a line of eyeshadow that I love that is designed to complement your eye color. If you have brown eyes, for example, they offer you a palette with browns and purples (purple complements brown), and the package gives you tips for how to apply the shadow.
Do some research on your own too. I am sure there are plenty of makeup tip websites out there. Play, have fun, and good luck!

Ok well if it is your first time whering makeup I would start off little the first week then put a little more one and so one. For the first week just where mascara...this is a pretty simple task: STEP 1: Consider the types of mascara and select one appropriate for your lashes and the occasion. You have a choice of lengthening, thickening, long-wearing, conditioning and waterproof formulas, among others. For day, you might decide to add length, while a night on the town may require a long-wearing or thickening formula. STEP 2: Select a color. If you have blond or red lashes, opt for brown mascara. Darker-lashed women can consider brown for a casual look, and black or brown-black for more pronounced or dramatic lashes. STEP 3: Curl your lashes with an eyelash curler, if desired, and apply all other eye makeup prior to your mascara. STEP 4: Remove the wand from the tube in one pull. Pumping the mascara will push air into the tube, potentially drying out the formula and introducing bacteria into it. STEP 5: Begin with the underside of your upper lashes, moving the brush slowly upward toward the tips of your lashes. Always hold the wand parallel to your eyelid. Roll the brush slowly on the upward stroke to promote separation of the lashes. STEP 6: Allow the first coat of mascara to dry before applying the second coat in the same manner. STEP 7: Use an eyelash comb to separate the wet lashes. Also blot the lashes with tissue paper if necessary to remove excess mascara. STEP 8: Use less mascara for the lower lashes. Begin where the lashes meet the rim of the lower eyelid, and gently stroke downward. STEP 9: Remove any stray mascara around the eye with a cotton swab dipped in a small amount of eye makeup remover.
next week eyeliner to do this you only have to put it on the inner rim of your eye..if you dont get it just ask your mom!
for hair: curl your hair some days, and do a fishtail braides those are really cute go to seventeen.com to learn how to do a fishtail braid

I work at Ulta and little girls come in all the time asking this. Ok 1st go out and buy a nice blush. Not TOO pink but more peachy. Also buy mascara and a conceler (clean n clear has a great one that has acne medicine in it 4 those times you gotta cover a zit lol) Ok get a nice poofy blush brush and tap it on the blush. Blow on the brush to keep it from looking TOO strong. Smile and gently sweep the brush across ur cheeks. Next look up at the ceiling and apply ur mascara to the outer part of ur lashes. Next, rub some of the concealer on ur fingertips and dab it where you have any zits or under your eyes. If you want to look funky like when you go out buy some silver glitter eyeliner and apply it SPARINGLY. It looks so cute. It you need help go to Ulta!!! We always have great make up people who will teach you how to appy everything the Right way!!! Good luck sweety!

Hair:
First off get some layers and bangs. Straight hair works best for layers.
If your hair is really flat you can get conditioners and cream that are specified to give it more volume
Makeup:
Eyes- maybe a little mascara, if your eyelashes are really light start at the base kind of wiggle it back and forth a little and then stroke out to the tips to make them appear thicker. carefull w/ the eyeliner, it looks okay on some people and some people it doesn't. make sure to get it right on the line of your lash and not below. For the eyeshadow, it is better to dust it on with a brush. use natural shades or a suddle pink. darker colors go in the eyelid and the lighter colors go above.
blush- you want a warm color and kind of make a fish face to make sure you get it right on your cheekbone
lips- a nice pinkish or warm color is best. overly glossy or sparkily tends to look cheap.
smooth skin, natural/warm shades, and dramatic eyes is the style

Ok, it's fairly simple when you you get the hang of it... 1st thing first.. you should start with your hair(if you doing your hair that day.. most likely if your hair is str8 you should have to so any thing with it...) but ay way.. once you do your hair, you start with your make-up... you start with concerler(spll ckck) or foundation(spll chck agian).. make sure its your right color, or you will look totaly stupid... now eyes.. eye-liner gose on befor the mascara, and the eye shadow gose on be for the eye-liner... are you still following me?
so far i have said, ( just in case i lost you..)
1. Foundation(spl chck)
2. Eye-Shadow
3. Eye-liner
4. Mascara
Just a few more steps...
5. Lip gloss or lip stick.. but lip gloss is better for all teenagers... im almost 17 and i just wear lip gloss, only some times i wear lip stick...
6. Blush.. Not a major thing to wear but if could be cute if you do it right.. like it starts on your cheak bone to your hair line..
and 7. fro a more "Girly" look that you was talking about.. Glitter.. not powtery glitter.. more like a im not sure the word to say.. it kinda like a gell but it gose on your face.. mary-kate and ashley has some!! its grate stuff!!!
Good luck!!!!

1. Wash your face.
2. Apply lotion, and let dry.
3. (This step is optional, depending on whether or not your mom will let you wear powder. It just makes your face look very soft and airbrushed.) Put powder on your forehead, T-zone, cheeks, and basically all over.
4. This look really opens your eyes- try it and you will see how much a difference it makes. See the corner of your eyes on the inside like this? > < Take silver eyeshadow and go on the bottom and top.
5. Put on a coat of brown mascara.
6. Slick on lipgloss.
I normally don't wear makeup, but I tried this and the effect was so pretty.
I really hope you try this because I love to help people out. :)
