Yes there are open calls. Contact a casting company. This is how Vanessa Hudgens got into the big business. She went to a open casting call and got her role!

Do you live in a city where they frequently cast, such as Los Angeles, California, or Dallas, Texas?

Look on the Disney website or call the Disney office and ask them your question.
