How to have someone evicted when they are not on the lease?

I do not think that even your mother can remove their name. They have to be in agreement to have their name removed. You can withdrawal all of the money with a check from your mother and open a new account in your mother's name only.
Post a public notice to vacate the property on the front door of the house with the person's name. It is better to have a Constable serve notice. Then take them to court. If it is your mother's house she will need to go to court unless you have the power of attorney to control her property.

If your mother has a joint account with that person, only that person or your mother can remove that person's name from the joint account.

If your mother is incapacitated and you are her power of attorney, you could have the power to do so in some states, though, it would have to be brought forth to a court/judge for a hearing and a ruling.

She would have to do that herself since it is her bank account.

You can't do that, she'll have to do it herself, unless you have power of attorney over her account.

Unless you have legal guardianship of your mother, you can't do any of this, she'd have to do it herself.
