I let my daughters start wearing a limited amount of make up in 7th grade - that's 12 or 13. We started with lip gloss only, then added eye shadow and finally, mascara. A little light blush on special occasions, but healthy kids usually look good without it.
I made a point of teaching them how to put it on so they look their age, NOT like they are trying to look 18.

i think a girl at the age of 13 under the supervision of an adult could start to wear make-up that isn't too much but accents her natural beauty...the key word here is natural....I think girls have lots of fun using make-up which is why a glamor girl party is fun! If I had a 15 year old daughter, I would take her to one of the make-up counters at Macy's (like Clinique) and have a professional teach her and then buy her the basics...most men/boys don't like a girl who looks fake but prefer the natural look.....with that in mind; have fun

I think you can start around 11/12 but don't look like a clown. I personally first started wearing mascara in the fifth or sixth grade... but started wearing subtle eyeshadow in the sixth grade.

My dearest
A young lady should not wear make up I believe until she is understanding of how to apply, how to really make her self up, meaning if you do it wrong than you could look like a women that is a (whore). I believe you should be at least 18 than you can make more decisions about yourself and how to treat your body.
I pray this answers your question. billy
