both the above answers are right, but i believe the word to fill in the blank is refraction. Rayleigh scattering is merely the name of the refraction effect created by the Earths atmosphere.

the beach bum is right. your textbook answer is refraction. You only see certain wavelegths of light when the sun is overhead on a cloudless day because the water in the air bends the light and only the blue end of the spectrum is making it to your eyes.
