Make Jerusalem into an open and international city. It would be owned by no one, and policed by a large, international force.

Jerusalem, since it is claimed as a holy place by three separate religions, should be made into a non-state entity, like the District of Columbia. That way, no one owns it. About the police force...each religion should be responsible for paying to maintain law enforcement.
