forever 21 has both casual and fancy dresses/skirts a store called kmomo also has some but they mostly just have fancy stuff. gap and american eagle both just got new arrivals that have cute but casual dresses that can be worn with or without pants. also check the nearest retailer person (mervyn's, jcpenny's, whatever)
