Yes! With only 4 teams in each division, a team could go 3-13 and WIN their division (each team splits with div. rivals, 3-3, loses all other games). Then, by winning 4 playoff games, they would be Super Bowl champs with a record of 7-13.

Yes, if the team wins its division or qualifies as a wild card, it doesn't matter what their record is. Once a team gets in the playoffs, anything is possible. In a non-strike year, nobody worse than 8-8 has made the playoffs (the strike year of 1982 saw a couple teams get in at 4-5). The only 8-8 teams to get past the first round were the Vikings and Rams, both in 2004, and they were both easily defeated in the Divisional round.
