Probably to show proof of address since his Passport wouldn't indicate where in the UK he's living. To be eligible for a freedom pass, you need to live in a London borough so it's likely just to prove he's still living in the area to qualify.

not everyone has a passport. The idea is if you have a utility bill sent to where you live, you live there. It is a way to verify an address.

PS I am almost 30 and have never had a passport. I am sure I am not the only one.

It is much easier to obtain a passport than to get an utility bill believe it or not!
Also, you address is not shown on the passport but is on the bill!

A utility bill is not proof of identity, but a proof of residence. Really quite useless.

It's good for determining if you really live in the school district you want to enroll your kids in. That's about it.

You need PHOTO ID for proof of identity.

Well, well, well......Another question that needed some GEOGRAPHIC location mentioned in it's body.

Didn't know the asker was in the UK. If he's in the UK why did he post to the USA site?

As passport is good as ID, but it does not show your address, a utility bill shows that you live at that address and if you have bills in that name and address you are obviously living there.

Did they inform you which you mandatory to furnish all the different suggestions? in many situations if the old passport has no longer expired, you do no longer could desire to furnish all the different suggestions, the baby passport additionally would not could desire to be renewed if it has no longer expired--even however you have grew to become 18. it is likewise difficult to respond to your question on account which you do no longer state what u . s . a . you're utilising the passport for. the only reason I point out it extremely is on account which you state some thing a pair of distant places residency card--in case you have been an Australian citizen--renewing your passport, you does no longer want a distant places residency card.

A passport only proves who you are but a utility bill proves where you are living.

In some cases, government agencies require a utility bill because that not only established identity...it also establishes your current address, too.

It has to be a recent utility bill to show your present address. Once they have that then they can check on you if necessary.
