i am not sure what you are using but i will make my recommendations:
foundation is the base of your make up. spend your money on this if you cannot afford to buy all high quality make up. for the brides i work with (they need their make up to last all day), i do the following: apply face primer (i like to use laura mercier but you can also find one from smashbox) primer will give you the perfect canvas for your make up, keep it in place so it will not side and thus helping it stay on all day. then i apply an oil free foundation with a sponge (try armani, laura mercier or mac). after the foundation, apply concealer where needed (recommend laura mercier since it is a duo colour compact or chanticaille for its great texture). then lightly dust with a loose powder and a large brush (make sure you tap it first to get the excess off as you do not want to have build up). use the finest milled loose powder you can afford as this will set your make up but not create build up (recommend chanticaille or laura mercier). now apply you eye make up but not the mascara as it should be one of the last steps. to ensure you blush stay on all day, apply benetint by benefit first (if you do not wish to use this product, apply your regular blush) to give it a good base. apply another light dusting of loose powder all over your face. then apply blush one more time. this should keep your make up on all day. apply the mascara and lipstick last.

This could be happening for a couple of reasons...(1) you are mixing and matching different brands (formulas may not be compatible) or (2) you are using products made for the wrong skin type. I use Mary Kay and when applied correctly my eye shadow looks the same at the end of the day as it did right after I applied it. Plus the good thing about Mary Kay is that it's 100% guaranteed so if you try one formula and it doesn't work for you, you can exchange for another formula etc.

You probably have oily or very oily skin. The best thing to do is to use an oil-free moisturizer and prep your skin before you apply your makeup. Give the moisturizer time to absorb into your skin and then blot away any excess with a tissue. You may want to use a primer before your foundation, as well. To apply foundation, focus on pressing the product INTO the skin with a sponge or brush to make it last longer. (This is what Serena William's makeup artist does.)
After you have applied the "face" makeup, move on to your eyes. If your eyelids get oily or slick, use an eyeshadow primer and then a powder eyeshadow. Powder formulas last longer than cream shadows, but you can apply a cream eye shadow and then set it with a powder shadow. To finish, set your makeup with a translucent, oil-control powder. I really like Sally Hansen CornSilk loose powder because it completely mattifies the skin and leaves a flawless finish. Be sure to check yourself in the mirror throughout the day and always carry powder with you for touch-ups. Hope that this helps! Good Luck!

it could be the brand drug store makeup does not last as long. i haev the best luck with nars, mac or channel. Also use a primer nars has a great one. When i want my make up to last for a night out i apply the primer first, then foundation, then set it with powder. then i add my bronzer, blush, eye shadow etc. I do not do this every day but when i have the time and my makeup always last when i do it. good luck

Drugstore brands don't contain as much pigment as department store brands, so colors may not be as vibrant throughout the day. Also, some brands such as MAC have products you can put on your lids that can help color stay in place. Use a powder to kind of 'set' your make-up in place, adn that might help too.

makeup just wears off, through perspiration, natural oils, and if you accidentally rub it.
reapple sometime halfwayy through the day or touch it up occasionally to keep it looking the same.
