A normal sized woman has a waist between 2/3 and 3/4 the measure of the hips. That would be a waist measure of around 26 to 28. A woman measuring in the high 30's (I assume you mean inches) would wear about a size 12, which is average for American women. (Not counting designer sizes which are scaled down into fashionable numbers like 2 or 3, I"m talking about just regular Sears or Kmart sizes.)
A 20" waist on a size 12 body would look a bit odd and would be very hard to maintain in real life.
