The best player. Well too many people tryed to resolve it. In general, the expert says that should be Pelé (Edson Arantes Do Nascimento) or Maradona (Diego Armando M.), from Brasil and Argentina respectively. Some years ago, had a election; the press voted, and the chosen was Pelé. At my point of view, Pelé was more complete in his game (running more, many goals with his head) (his life seems more correct too).
Today, between the living players, there are several very good, usually playing in Spain, Italy and England. I should say, Ronaldinho, Cannavaro, Henry, Kaká, Shevchenko, Gerrard, Fernández, etc.
About the rules, there are too many, so the better is go to :

The best soccer player in existance is Pele (Pay-Lay) , and the best soccer player present is Ronaldinho (Ron-all-deen-yo). Both known for there ability and invented tricks.
The basic rules are simple: once the ball travels over the side or end line play is stopped, you can not use your hands (except for the goal keeper), when the ball travels over the sideline you get a throw-in, if the ball travels over the endline by the defending side it is a corner kick, if the ball travels over the endline by the attacking team it is a goal kick. There are many types of fouls: if you are knocked over or pushed over it is a less serious indirect kick (It can't be kicked directly into the Goal), if you are pushed over or slide tackled from behind it is a more serious foul which could earn you a yellow card (that's bad) and a direct kick (can be kicked directly into the goal), and lastlty an intentional foul such as a push, punch, kick ect. could earn you a red card which is a suspension from the game.
NOTE: two yellow cards equals a red card.

you need a good center field, in order to coordinate attacks, and be quick to respond to opponent's offences. a solid defense that will give the goaldie the least amount of shots to goal, and a strong offensive that has a lot of imagination. the best player in my opinion would be Luis Figo, from Portugal. He is the country's team captain, and is well both as defender, and as offender. And even in dead balls, he can be very threatning both shooting directly to the goal, or giving a pass to a striker.
