If you have deductions from a casualty loss in a Presidentally declared Disater Area you can file an Amended return Form 1040X to claim the losses on the previous years return and receive the refund or credit right away. Research the IRS website at WWW.IRS.GOV or call 1-800-829-3676 (1-800-TAX FORM).

Yes, your deductions are taken on your return, which you file once a year. Any refund you have coming arrives after you file your return, which calculates the refund.
