as far as I can remember its to allow greater surface cohesion between concrete and steel by increasing the surface area of the steel

They do increase the holding or gripping strength.I also feel they help in the bending process.

it there so it will not move or pull out when hard...this gives the pour the stibility it needs to be driven on and not crack so much
