It is all due to downforce. Downforce helps improve the grip the car has in corners but adding downforce increases the drag of the car therefore lowering the top speed. To setup the car to get the fastest possible lap time the engineers have to find the right amount of downforce for the specific track. If you setup the car for maximum straight line speed (minimum downforce), your maximum cornering speed will go down and you will end up having a slower lap overall time. If you actually raced the veyron against an f1 car on a track, the veyron will be much slower. I believe the current top speed record for a drag car is around 311 mph. I know they broke the 300mph mark a few years ago. My step brother drives a lower end top fuel dragster that does around 200 mph.
